Complex Commercial Litigation
Kyung advises clients on litigation and regulatory matters involving government contracts. He represents clients in government contracts litigation, including bid protests before the Court of Federal Claims (COFC), Government Accountability Office (GAO), and other federal and state forums, as well as Contract Disputes Act (CDA) claims before COFC and boards of contract appeals.
Kyung also assists clients in navigating regulatory issues related to public procurement, grants, and other government contracts involving the Federal Acquisition Regulation (FAR), agency-specific supplemental acquisition regulations, small business regulations, cybersecurity and security clearance rules, data privacy rules, and the Guidance for Federal Financial Assistance. He helps clients understand, comply with, and leverage the evolving procurement regulatory landscape while mitigating compliance risks such as suspension and debarment, federal fraud investigations, and other enforcement actions. He routinely advises clients in mergers and acquisitions and other corporate transactions that involve government contracts regulations.
