Chris advises government contractors on a variety of matters involving government procurements and federal programs, compliance, and dispute resolution, including contract negotiation, bid protests, claims and disputes, ethics and compliance, foreign military sales, small business initiatives, investigations, and mergers and acquisitions. He works with clients operating in an array of industries, including defense, technology, aerospace, management consulting, health care, and logistics.
Chris regularly represents clients before the U.S. Court of Federal Claims, Government Accountability Office (GAO), Small Business Administration (SBA), Boards of Contract Appeals, and various federal courts. He also counsels clients on prime-subcontractor matters, developing and implementing conflict of interest mitigation plans, Foreign Ownership, Control or Influence (FOCI) mitigation, and assists clients conducting internal investigations.
Succeeded in multiple protests at the GAO and Court of Federal Claims challenging a GSA contract for support of the U.S. Strategic National Stockpile
Successfully defended a major defense contractor in a protest before the GAO of an Air Force award
Represented a publicly traded company in various appeals before the Ninth Circuit, Tenth Circuit, and U.S. Supreme Court
Advised a large hospital system on grant compliance associated with a major infrastructure project utilizing COVID relief funding
Advised a private equity firm on the implications of acquiring a government contractor and small business affiliation considerations associated with the acquisition
Assisted a client in developing compliance manuals, policies, and procedures required for government contractors
