Alexis (“Lexi”) Lewis assists clients in navigating the sophisticated and evolving FERC regulatory and jurisdictional framework governing the energy and capacity markets, particularly within the PJM region. Lexi has experience representing generation facilities, wholesale natural gas producers, and midstream product producers in FERC enforcement investigations. She also has experience not only running a multitude of financing transactions, acquisitions, and private equity fund formations from start to finish, but also providing critical FERC and FCC regulatory support to energy focused financings and acquisitions.
Prior to joining Vinson & Elkins, Lexi was an Assistant People’s Counsel at the Maryland Office of People’s Counsel, where she litigated state utility rate cases, successfully protested federal formula transmission rates and protocols, drafted numerous comments, and served as lead chair on federal appeals in multiple circuits regarding reliability-must-run arrangements, co-located load interconnection service agreements, and FPA 202(c) orders in the PJM region. Prior to her service on behalf of Maryland ratepayers, Lexi advised clients on a wide variety of transactional and regulatory matters, including borrower and lender-side secured transactions, asset-backed securitizations, investment fund formations, and FTC antitrust investigations.

Co-authored intervenor brief in the United States Court of Appeals for the Fifth Circuit on behalf of Respondent FERC regarding a nuclear co-located load arrangement
Lead counsel and co-author on petitioner briefs for two United States Court of Appeals for the Fourth Circuit appeals regarding reliability must run arrangements
Drafted requests for rehearing at the administrative level and appellate petitions for review in multiple Section 202(c) matters at the D.C. Circuit Court of Appeals
Developed a market power argument under Section 203 of the Federal Power Act that analyzed the distinction between base generation and peaker plants and drafted protest and answer
Defended a variety of market participants in PJM capacity market market-manipulation cases brought by FERC’s Office of Enforcement and Regulatory Accounting
