Experience Highlights

  • (GAO; Fed. Cl.) — Represented numerous client protests before the U.S. Government Accountability Office and the U.S. Court of Federal Claims involving high-value contract awards by the Department of Defense and civilian agencies (assisted)

  • (CFIUS) – Lead associate on multiple CFIUS filings receiving foreign investment approval for proposed transactions in the aviation, energy, and telecom sectors 

  • (ASBCA) – Represented global prime vendor in connection with multiple claims brought by the Defense Logistics Agency pertaining to the provision of supplies and services to the U.S. military in Iraq and Afghanistan (assisted)

  • (CBCA) – Represented a Medicare Administrative Contractor in litigation against the Government for multiple cost claims based on differing interpretations of the federal Cost Accounting Standards (assisted)

  • (Arbitration) – Represented European shipbuilder and its U.S. subsidiaries in multiple prime/subcontractor disputes under a teaming agreement to construct U.S. Navy vessels, including liability for out-of-scope work, and disputes related to international and U.S. procurement opportunities (assisted)

  • (Internal Investigations / Voluntary Disclosures) – Performed numerous internal investigations of potential violations of the ITAR and EAR for a global defense and aerospace contractor. All internal investigations which resulted in voluntary disclosures were successfully closed by the Departments of State and Commerce without further enforcement action

  • Prior to working in private practice, Ryan served as Legislative Director to Chairman John R. Carter (TX-31) in the U.S. House of Representatives. Ryan oversaw the daily operation of the Chairman’s policy staff and was the lead staff member for the Chairman’s assignment to the House Appropriations Committee. During his eight years working for Congress, Ryan focused on federal policy matters involving energy, defense, homeland security, infrastructure, and transportation. While in law school, Ryan was a law clerk for the Washington Legal Foundation.
