Ibrahim Siddiki

Ibrahim is a dual English and Saudi qualified senior associate in Vinson & Elkins’ Dubai office. He advises private equity and corporate clients on a broad range of corporate transactions, including corporate and assets acquisitions and dispositions, joint ventures, and private equity investments in a wide variety of industries, such as petrochemical, health care, and telecom.

He has also worked extensively on projects and project financings across the Middle East region, and has gained significant experience in public-private partnerships (PPP), EPC contracts, O&M agreements, and supply agreements. Ibrahim is a Saudi national and is fluent in Arabic, Urdu/Hindi, and English.

Experience Highlights

  • Sadara Chemical Company, a JV formed between Saudi Aramco and The Dow Chemical Company, with respect to various long term offtake agreements with the Saudi subsidiaries of international oil service companies for the sale and purchase of chemical and petrochemical products produced at Sadara’s chemical complex in Jubail, Saudi Arabia

  • A steel company on its steel complex in King Abdullah Economic City, Jeddah, KSA

  • A petrochemicals joint venture company formed by a petrochemical company and a mining company

  • A large Russian oil producer on its capacity as operator of the Badra field in Iraq, following their consortium’s success in the second Iraq bid round

  • A leading IOC and the oil and gas arm of a regional sovereign wealth fund on various contracts (including the Development and Production Sharing Agreement, Joint Operating Agreement and the Shareholder’s Agreement) entered into with a GCC government in relation to  an upstream development project  

  • A fund on its acquisition of a minority stake in a leading industrial gases company based in Kuwait

  • A Middle Eastern telecommunications corporation on the restructuring of its corporate structure and proposed conversion to a public joint stock company

  • A global provider of communications services on its expansion into the Middle East region

  • A consortium in relation to the Riyadh Bus Project, the establishment and operation of an integrated bus transport network in Riyadh

  • A Middle Eastern petroleum company and its state government on offtake arrangements for GTL base oil and gas oil produced from the world’s largest GTL plant, together with advice on the ancillary documentation

  • On the project financing and operation of (i) a CA plant capable of producing 227 thousand tonnes per annum of chlorine and 250 thousand tonnes per annum of caustic soda and (ii) an EDC plant capable of producing 300 thousand tonnes per annum of EDC, together with storage and port facilities in Jubail, Saudi Arabia, involving SIDF, PIF, and Islamic bank funding

  • A major oil and gas company on a proposed storage and receiving facility at Khor Al Zubair in Iraq

  • A fund on its acquisition of a majority stake in L’azurde, the world’s fourth largest gold and jewelry manufacturer headquartered in Riyadh, Saudi Arabia

  • A PPP project with a college in relation to the Jazan College of Technology in Saudi Arabia

  • A PPP project with Laureate Vocation Saudi Limited relating to the Mecca Higher Technical Institute, Al Kharj Higher Technical Institute, Jeddah Trainer College, and Riyadh College of Tourism in Saudi Arabia

  • A PPP project with Mondragon Educacion Internacional, S.A. in relation to the Muhail Asir College of Technology in Saudi Arabia

  • A PPP project with TQ relating to the Mecca College of Technology and Buraydah College of Technology in Saudi Arabia

  • A PPP project with Nescot Business Services Ltd in relation to the Jeddah Female College of Excellence in Saudi Arabia
