Chris’ practice focuses on federal energy regulation and energy transactions. He advises clients in both domestic and international transactions involving liquefied natural gas (LNG) sales and terminal service agreements, natural gas pipeline and gathering line service agreements, and the sale or acquisition of electric power assets. Chris has also represented liquefied natural gas exporters and importers, liquefied natural gas facility owners, natural gas pipeline owners, natural gas producers, and electric generation owners before the Federal Energy Regulatory Commission (FERC) and the Department of Energy (DOE).
Experience Highlights
Representing the sole customer, operator, and construction manager of an LNG terminal in the Gulf Coast Region regarding terminal services agreements, natural gas supply pipeline arrangements, FERC requirements, and DOE requirements
Representing natural gas pipelines and producers in all areas of FERC regulation, including the negotiation of precedent agreements, filing and prosecution of certificate applications, pipeline rate and tariff matters, and rulemaking proceedings
Representing an Australian energy company in the purchase and sale of LNG from an LNG liquefaction facility in the Gulf Coast Region as part of a joint venture with a Japanese energy company
Represented an LNG supplier and gas marketer with respect to the development of an LNG receiving terminal in Singapore, including negotiation of LNG sales, terminal use, and gas sales agreements
Represented project developer in the negotiation of regasified LNG sales from a new floating storage and regasification unit in Old Harbour, Jamaica
Represented project developer in the negotiation of regasified LNG sales from ISO containers and a new regasification terminal in Montego Bay, Jamaica
Representing the developer of multiple natural gas liquefaction and export facilities in the Gulf Coast Region on FERC regulation and commercial matters
Represented the developer of a west coast liquefaction and export facility on regulatory matters
Representing a natural gas producer in the Marcellus shale in the negotiation of gas gathering agreements
Represented the owner of a compressed natural gas facility in obtaining natural gas export authorization from DOE and a finding of no jurisdiction over the compression facilities from FERC
Representing a Gulf Coast natural gas pipeline in Section 4 rate proceeding
Representing a natural gas producer in major Midwestern pipeline Section 4 rate proceeding
Represented a natural gas producer in the negotiation of precedent agreements, gathering agreements, and asset management agreements
Representing a natural gas exporter in the negotiation of gas supply agreements and asset management agreements
Representing a natural gas producer in negotiating an interstate pipeline rate settlement including modernization cost tracker
