Bree is an associate in the Energy Regulatory practice group. Her practice focuses on regulatory, transactional, and litigation matters that impact companies in the energy industry. Bree represents interstate natural gas pipelines, intrastate pipelines, storage companies, LNG project developers, and other participants in the energy industry.
Prior to joining Vinson & Elkins, Bree worked at the Federal Energy Regulatory Commission where she advised the Administrative Law Judges in complex ratemaking proceedings. Bree also spent time in the Office of Administrative Litigation and the Office of Enforcement, where she assisted attorney-advisors in analyzing and managing settlement negotiations, discovery, and testimony preparation.
Experience Highlights
Represented interstate natural gas pipelines in rate case proceedings and settlement negotiations before the Federal Energy Regulatory Commission
Represented interstate natural gas pipeline in defending against a Show Cause proceeding regarding the interpretation of certain tariff provisions
Represented the developer of a liquified natural gas export facility on federal and local regulatory matters
Represented numerous clients in the negotiation and drafting of midstream agreements, including natural gas gathering, natural gas processing, and interconnection agreements for the sale and purchase of natural gas and liquids
Conducted regulatory assessment and due diligence on behalf of lenders, purchasers, and sellers in connection with the acquisition of power generation facilities, battery storage facilities, natural gas pipeline facilities, and renewable natural gas facilities
Represented natural gas marketers in the negotiation of contracts for the sale and purchase of renewable natural gas and associated environmental attributes
Advises clients on shifting regulatory requirements during the energy transition
Represented interstate natural gas pipelines in responding to complaint proceedings
