Mexico Continues Privatization of Energy Sector, Water Scarcity May Constrain Development

On January 15, 2015, Mexico began to auction the rights to 14 shallow water offshore exploration blocks by  opening the technical data room for all 14 contracts. The bidding period expires on July 15, 2015, with winning bids announced by July 17. The winners must execute their bids by August 21, 2015. Applicants may submit bids for up to five blocks.

Texas Water Board Addresses Mexico’s Water Treaty Debts and Solutions to Scarcity

On Monday, March 24, 2014, the Texas Water Development Board met in Harlingen, Texas, to discuss Mexico’s failure to deliver water to the Rio Grande Valley under a 1944 Water Sharing Treaty and ways to cope with the resulting shortages. The seventy-year-old treaty was designed to distribute waters in the international segment of the Rio Grande from Fort Quitman, Texas to the Gulf of Mexico.

The Texas U.S. Senators, John Cornyn (R-TX) and Ted Cruz (R-TX), teamed up with four U.S. Representatives, Filemon Vela (TX-34), Michael Conaway (TX-11), Henry Cuellar (TX-28), and Michael McCaul (TX-10), to pressure the State Department to take action and force Mexico to comply with its obligations under an international water treaty signed by the United States and Mexico.
