Vinson & Elkins Antitrust Team Publishes 2025 Primer on Cartel Enforcement

Cartels: Antitrust Enforcement and Litigation Primer

Vinson & Elkins’ nationally recognized Antitrust practice has released a report that offers a comprehensive and current overview of cartel litigation and enforcement in the United States.

“This report is designed to help companies better understand and manage the substantial risks posed by cartel investigations, which can potentially lead to lengthy prison terms or millions of dollars in fines,” said Vinson & Elkins Partner Craig Seebald, who represents clients in all areas of antitrust law, including criminal grand jury investigations, civil investigations by the Federal Trade Commission and the DOJ, and class action litigation.

The 2025 Antitrust Cartel Update, the third edition of the report, analyzes key legal developments over the past year and details current Department of Justice (DOJ) priorities and enforcement trends.

The report also surveys the legal framework applied to cartels, including the approach the federal government takes to criminally investigate targets and the various claims and damages that can be asserted in civil litigation.

Vinson & Elkins lawyers infuse the report with first-hand experience, drawn from their decades of defending domestic and international clients in many of the largest and most important cartel cases in the country.
