Jon Niermann Honored with The Environmental Council of the States’ 2025 Founders Award

The Environmental Council of the States (ECOS) has named Vinson & Elkins partner Jon Niermann the winner of the 2025 ECOS Founders Award.

The award recognizes professionals who have demonstrated exceptional dedication and service during their time with ECOS, which is committed to enhancing the effectiveness of state environmental agencies and their leaders in protecting public health and improving the environment across the United States.

Niermann, a member of the firm’s Environmental and Natural Resources practice, brings decades of environmental law experience, including nearly ten years as Chairman and Commissioner of the Texas Commission on Environmental Quality (TCEQ) where he oversaw project permitting, enforcement, and the implementation of environmental laws at the state and federal levels. Before that, he held leadership roles in the Texas Attorney General’s Office and has consistently worked at the intersection of law, policy, and environmental protection.

Earlier this year, the Texas Water Association dedicated its 81st Annual TWA Convention to Niermann. The organization said the recognition — its highest honor— reflects Niermann’s profound impact on Texas water and cites his dedication and service during his tenure as chairman of TCEQ.
