Biography
For more than 25 years, Doug has engaged in a domestic and international business transactions practice that focuses on energy, project finance and development, and mergers and acquisitions (including joint ventures). His experience covers a broad spectrum of energy-related matters within the upstream, midstream and downstream sectors. He has particular experience in the electric power area, from project development (including natural gas, geothermal, hydroelectric, wind, and coal) to acquisitions, divestitures, joint ventures and project financings involving power generation facilities, trading and marketing businesses, and service firms.  He also has represented clients on a variety of transactions involving the midstream sector, including refining and petrochemicals, natural gas gathering, processing, storage and transportation, and oil transportation and storage, and the upstream sector, including acquisitions and dispositions of oil and gas properties.

Doug currently serves as the Firm Hiring Partner.

  • Representing eSolar in connection with a transaction with NRG Energy, Inc. for the development of three solar thermal power plants totaling up to 500 MW in the U.S.
  • Representing NRG Energy in the development and co-ownership arrangements for a 550 MW natural gas-fired power plant under construction at NRG’s Cedar Bayou Power Station in Texas
  • Representing Mesa Power in the development of a 4,000 MW wind project, together with up to 1,300 MW of thermal power facilities in the Texas Panhandle

  • Represented the Governments of Curaçao and the Netherlands Antilles and their subsidiaries in the development, investment in, and project financing of a $212 million electric power, steam, potable water and compressed air plant at the Isla Refinery in Curaçao (co-counsel for the development)
  • Represented a U.S. independent power producer in the development and project financing of a 185 MW combined-cycle, barge-mounted power plant in the Dominican Republic
  • Represented a large energy company in the formation of a joint venture entity and the subsequent successful bid to acquire the largest natural gas transportation company in Argentina through a privatization process

  • Represented Statoil in its $3.3 billion acquisition/joint venture with Chesapeake Energy Corporation to develop Marcellus Shale gas assets
  • Represented Loews Corporation in a $4 billion acquisition of E&P properties in Alabama, Michigan and Texas from Dominion Energy
