Chris represents clients on matters involving a public policy component, emphasizing domestic and international federal tax issues.

Chris’ practice covers legislative projects before the U.S. Congress and matters before federal Executive branch departments and agencies, notably the Department of the Treasury and the Internal Revenue Service. Her representation includes advice on specific legislative developments, preparation and implementation of strategic plans, consultation with government officials, development of client positions in regulations, rulings, and similar administrative guidance, and work on the resolution of specific tax disputes, both before the IRS and in litigation.

Experience Highlights

  • Natural resources master limited partnerships in development of federal income tax reform legislation
  • A European-based multinational insurance and reinsurance company on international aspects of tax reform legislation
  • BMC Software in trial before the U.S. Tax Court, and on appeal before the Fifth Circuit Court of Appeals, in litigation concerning dividend repatriation under section 965
  • MLP clients on an IRS project to develop standards for private-letter rulings on qualifying income
