Energy Regulatory Attorney Suzanne Clevenger Rejoins V&E as Counsel

Suzanne Clevenger, an energy attorney with nearly a decade of legal experience assisting in the natural gas midstream sector with an array of contested regulatory, compliance and transactional matters has rejoined Vinson & Elkins as counsel in the firm’s Houston office.

Clevenger counsels clients on Federal Energy Regulatory Commission regulations and developing compliance and internal audit programs, advises and represents pipelines and storage companies with regard to rate regulation and proceedings, and consults on federal regulatory requirements for developing natural gas and liquids pipelines. She also negotiates midstream agreements including for service on interstate gas and liquids pipelines, gathering pipelines, processing facilities, storage terminal agreements, and agreements for the purchase and sale of commodities.

Clevenger’s representative experience also includes preparing, filing, and prosecuting certificate applications and requests for abandonment authorization at FERC; providing representation in rate case proceedings before FERC and obtaining regulatory approvals for negotiated rate agreements with customers and tariff revisions; creating and implementing regulatory compliance initiatives for major natural gas pipelines, along with the drafting and implementation of internal compliance manuals; advising on midstream contracts and related issues, such as regulatory issues and obtaining necessary FERC approvals, related to the sales and acquisitions of oil and gas assets, including pipeline, terminal, and production assets; and drafting midstream contracts in the formation of joint ventures and for services on midstream assets.

Clevenger began her career fifteen years ago in the midstream sector as an engineer at a natural gas pipeline company, and then began her legal career at V&E as an associate upon earning her law degree from the University of Houston in 2008. She returns to V&E from Occidental Petroleum Corporation, where she worked in the company’s midstream and marketing legal department.
