Biography
Mike's practice focuses primarily on the energy and telecommunication industries. Over the past four years, Mike has spent a considerable amount of time on transactions resulting from the deregulation of the electric industry in Texas. He has considerable experience in negotiating energy commodity supply and purchase agreements, and on transactions involving the development of power generation facilities, power marketing arrangements, and the outsourcing of utility services. Mike also has experience in renewable and new energy technologies, including wind, solar, low-impact hydro and geothermal generation. Mike regularly assists clients with negotiation and drafting of licensing agreements for access to technology. Additionally, Mike regularly assists entities participating in the telecommunications industry on a full range of issues, including emergency communications, asset purchase agreements, infrastructure development, building access and access to right-of-way.

To the extent his clients have regulatory issues, Mike has substantial expertise in representing clients on regulatory issues before state, federal and municipal regulatory agencies, both in contested hearings and rulemaking proceedings. On several occasions he has represented clients in drafting and supporting proposed legislation before the Texas Legislature. He is certified in administrative law by the Texas Board of Legal Specialization.

  • Negotiated and drafted numerous agreements involving the purchase, sale and construction of fiber optic and other telecommunications infrastructure

  • Assisted an e-commerce consulting company in establishing the largest state government portal in the United States
