Biography
Tab’s practice focuses on the representation of regulated utilities, competitive energy companies, and other clients in regulatory and public policy matters. He has represented electric and gas utilities, independent transmission companies, retail electric providers, power marketers, and power generation companies, in rulemakings and administrative litigation, including rate case, licensing, complaint, and merger proceedings before state and federal agencies. Tab has represented clients before the Public Utility Commission of Texas (PUCT), the Railroad Commission of Texas (RRC), the Texas Commission on Environmental Quality (TCEQ), the State Office of Administrative Hearings, the Federal Energy Regulatory Commission (FERC), and several state public utility commissions. Tab also advises clients on legislative strategy, drafting and advocacy efforts.

- Assisted in representation of Texas’ largest electric utility in connection with multiple system-wide rate cases before the PUCT, including requests for capital investment, energy efficiency rate mechanisms, and costs associated with smart grid technologies
- Assisted in representation of Texas’ and the United States' largest pure-play natural gas local distribution company in connection with the RRC's prudence review of over $2.7 billion in natural gas purchases
- Advises clients on legislative strategy, drafting and advocacy efforts before Texas and other state legislatures, including legislation relating to renewable energy, rates, transmission line planning and certification, and condemnation
