Biography
Rob is primarily an energy transactional lawyer, with a broad practice that includes cross-border mergers and acquisitions and the development and financing of international energy and infrastructure projects.
In addition to his expertise in the energy sector, Rob also has substantial experience advising on broader corporate and commercial matters, including M&A transactions, joint ventures, financings, corporate reorganizations, and a wide range of commercial contracts. Rob is an English-qualified solicitor and joined Vinson & Elkins in March 2000 from a leading UK law firm.
Rob is currently the Managing Partner of the Moscow office.

M&A Transactions View All
- Represented the majority shareholders of OAO NOVATEK, Russia's largest independent gas producer, in connection with the sale of a 19.9% equity stake to Gazprom
- Represented Oman Oil Company in connection with its $1.2 billion acquisition of an 8% strategic equity interest in MOL Hungarian Oil & Gas in exchange for a package of upstream and pipeline assets in Russia and Kazakhstan
- Represented Oman Oil Company in connection with the sale to the Russian Government of a 7% equity interest in the Caspian Pipeline Consortium
International Oil and Gas View All
- Representing a Russian gas producer in connection with the early-stage development of a liquefied natural gas project in the Yamal Peninsular in northern Russia
- Represented Oman Oil Company in connection with its shareholder and other agreements associated with its participation on the Caspian Pipeline Project
- Represented Cairn Energy PLC in connection with the negotiation of production sharing arrangements in Nepal

- Represented a gas supplier in connection with long-term sale and transportation arrangements to a 1,200 MW power plant development in the U.K.
- Represented Electricidade de Portugal in connection with the construction and operation of the gas-fired power station in Portugal
- Represented Standard Chartered Bank as lead arranger in connection with the provision of a $85m borrowing base credit facility to Pan-Ocean Energy Corporation, a listed oil company with upstream operations in Gabon

- Represented the developers of the 100MW Barrow offshore windfarm project in connection with the long-term sale of its power and renewable benefits
- Represented private equity firm, HgCapital, in connection with its acquisition and project financing of the Tir Mostyn onshore windfarm development in the U.K.
- Represented private equity firm, HgCapital, in connection with the acquisition of a portfolio of operational and development-stage windfarms in France
