Biography
Dick Adams has more than 35 years experience in counseling clients in diverse, energy-related issues that have focused primarily on the regulation of electric and natural gas utilities. Dick has extensive experience with competition issues in regulated and deregulated energy markets, antitrust counseling, regulation, and compliance as well as regulatory and antitrust issues involved with mergers and acquisitions. Dick also actively counsels clients in a variety of environmental matters, including federal and compliance and permitting issues.

Dick has a great deal of experience litigating administrative and civil matters. He has tried cases involving complex energy-related and environmental issues, including substantial work with expert witnesses as well as appellate advocacy in federal and state civil and administrative forums.

  • Represents public utility clients (electric and natural gas) in numerous regulatory proceedings, including traditional ratemaking proceedings (and related revenue requirement, rate design, rate of return on equity and capital structure issues), multibillion dollar fuel reconciliation, gas cost review, and cost recovery proceedings, proceedings involving the review of utility acquisitions, and prudence reviews
  • Represents clients as lead attorney in administrative hearings, rulemakings and appeals relating to the implementation of Texas electric industry restructuring legislation, including proceedings relating to wholesale market monitoring, wholesale market performance and structure, transmission and distribution rates, and fuel cost adjustments
