Biography
Myles’ practice focuses on representation of and associated counseling for electric utilities, natural gas utilities and midstream companies, and other energy companies regulated by state and federal government agencies, including the Public Utility Commission of Texas, the Railroad Commission of Texas, and the Federal Energy Regulatory Commission. Additionally, Myles provides clients with counseling on environmental issues in connection with potential transactions, infrastructure development and expansion, and compliance.

  • Co-lead counsel to Texas transmission-only electric utility in connection with the establishment of initial cost of service-based rates and associated tariffs in litigated proceedings before the Public Utility Commission of Texas
  • Represents Texas transmission-only electric utility in various litigated proceedings before the Public Utility Commission of Texas, including those associated with its initial application for a certificate of convenience and necessity for proposed transmission facilities, amendments thereto, and other regulatory proceedings
  • Represents and counsels Texas transmission-only utility in connection with implementation issues associated with its affiliate code of conduct, operations, reporting requirements, and financing initiatives
Natural Gas Utilities and Midstream

  • Lead counsel in representation of large Texas-based intrastate pipeline company in connection with various cost of service-based rates and quality of service proceedings before the Railroad Commission of Texas and the Federal Energy Regulatory Commission
  • Counsels multiple intrastate and interstate pipeline companies and gas marketers in connection with development and implementation of regulatory compliance programs
  • Counsels natural gas midstream companies and financing sources in connection with regulatory issues associated with proposed projects and business ventures as well as regulatory ramifications of financing structures

  • Counseled the U.S. Department of Energy in connection with its preparation of the license application for the Yucca Mountain Project (geologic nuclear waste repository) 
  • Counseled large rapid transit authority in North Texas in connection with environmental issues related to its light rail system expansion
  • Represented large surface mining company in various permitting proceedings before the Railroad Commission of Texas, including those associated with new permits and those associated with reclamation and bonding issues associated with permits
