Biography
Michael’s practice focuses on oil and gas, electricity, privatisations/restructurings, and major projects. Michael has particular experience of the Far East, Asia, and the Middle East. Before joining Vinson & Elkins in 2006, Michael was the head of the Energy and Infrastructure practice at a major London-based international law firm. Michael has more than 30 years experience as a lawyer in private practice specialising in the energy sector and representing both private and public sector clients. His practice encompasses both design and implementation of sector regulation (particularly in relation to the electricity sector) and capital project development.

Electricity View All
- Advised a developer of an offshore wind farm (90MW) in relation to the commercialisation of electrical output and associated ROCs and LECs
- Advised a developer of a portfolio of offshore wind farm projects in the UK in relation to the joint venture structures and contractual arrangements for development of these projects, including in relation to intra-consortium arrangements, project contracts with suppliers and arrangements for connection to the National Grid
- Advised a private sector developer in relation to the first gas fired BOO electricity generation project in Indonesia, including PPA, Fuel Supply, EPC and O&M arrangements
Oil and Gas View All
Advised in relation to the limited recourse financing of development costs for the Bongkot Field in Thailand and the Alwyn North Field on the UKCS
Advised a major international oil and gas company on upstream issues in respect of an LNG project in the Middle East including production sharing contracts, joint operating agreements, feed gas supply agreements and related downstream project documentation
Advised a major international oil company on all aspects of its substantial North Sea oil and gas activities including licensing farm-in/farm outs and other acquisitions and disposals, joint operating agreements, unitisation and other forms of cross boundary development agreements, gas sales agreements, joint pipeline and terminal agreements (including commingling and allocation arrangements), facilities, construction and operation contracts and all other legal aspects of oil and gas exploration and production Other View All
Advised the developers of a coke project in India in relation to all aspects of the project including fuel supply, power and coke offtake, and financing
Advised a consortium in relation to its response to a tender by the Government of Cyprus for the design, consortium financing and operation on a BOT basis of a new water desalination plant, including advice on risk allocation and bankability, joint venture arrangements and EPC and O&M contracts
Advised a Power Bureau of the PRC in relation to its corporatisation, restructuring, organisation and related issues arising from its transition to "the modern enterprise system" Prior results do not guarantee a similar outcome.
