Biography
Megan’s practice focuses on administrative litigation and public utility law. She represents and advises electric utilities in a wide range of matters, including transmission line certification, rate proceedings, rulemakings, appeals of agency decisions, and other contested matters. Megan also represents and advises surface coal mining companies in permit filings, self-bond applications, contested cases, and appeals of agency decisions.

Electric Utility Regulation and Litigation

  • Advising major electric utility in all aspects of Federal Energy Regulatory Commission and Federal Power Act jurisdictional issues, including rulemaking comments and preparation of applications for interconnection and wheeling orders under Sections 210, 211, and 212 of the Federal Power Act
  • Assisted in representation of a major utility in contested rate increase filing before the Public Utility Commission of Texas; led rate case expense and cash working capital portions of case, and assisted in rate design and revenue requirement portions
  • Primary responsibility for several contested transmission line certification proceedings associated with infrastructure build-out to facilitate wind development in Competitive Renewable Energy Zones; all cases resulted in approval of application for certificate
Surface Mining Regulation and Litigation
  • Lead associate in jury trial involving contract and tort claims arising from alleged failure to mine; obtained favorable jury verdict
  • Prepared and defended several self-bond applications; all applications were approved by the Railroad Commission of Texas
  • Lead associate in preparation and defense of a variety of mine permit and revision applications; negotiated settlements in several contested applications and obtained approval of all other applications from the Railroad Commission of Texas after representing client through contested case hearings
