Biography
Jay is a partner of the Shanghai office and a member of the firm's worldwide Energy Transactions and Projects Practice. He has advised clients on major energy M&A, project development, and finance transactions across Asia, Europe, the Middle East, and the U.S., and has significant experience in the development of LNG projects. Prior to joining the firm, Jay was a member of the Commercial Development team at  an independent company dedicated to developing and operating LNG import and regasification terminals. He was previously a partner at an international law firm for 19 years, where he opened and led the firm’s Baku, London, and Moscow offices. Jay has been listed as a leading lawyer in a wide range of legal directories, including Euromoney’s Guide to the World’s Leading Energy and Natural Resources Lawyers, The International Who’s Who of Oil and Gas Lawyers, Texas Super Lawyers, and The Best Lawyers in America.

  • Represented the world’s largest energy company in connection with the formation and management of joint venture project companies to own and operate the proposed US$2 billion Golden Pass LNG terminal at Sabine Pass, Texas and related pipeline system
