Biography
Jay's practice involves the representation of clients in international mergers and acquisitions, energy matters, and project development and finance transactions. During the last 25 years, he has worked on transactions in more than 50 countries throughout the Americas, Asia, Europe, the Middle East, and Western Africa, with a particular focus on the energy industry. Jay worked in Europe for five years, in the London office from 1990-1992 and in the Moscow office from 1992-1995.
Jay is a member of V&E's Management Committee and serves as International Coordinator of the firm's Asia practice, and Managing Partner of the Hong Kong office.

Representative Experience
Mergers and Acquisitions View All
- Represented an Australian energy company in connection with the $2.5 billion sale of a 40% interest in coal seam gas reserves, a gas pipeline and a greenfield LNG plant to a major Asian energy company
- Represented a large international energy company in its >$2.5 billion divestiture of energy assets located in five West African countries
- Represented a major international chemicals company in its acquisition of the textile chemicals division of a European chemicals company, such division having annual sales of approximately US$1 billion and 11 manufacturing facilities located in China, India, Europe, and the Americas
Project Development and Finance Transactions View All
- Representing an international energy company in connection with its development of a $7.4 billion greenfield LNG project in Eastern Australia
- Representing a major Indian company in connection with the development of a >$13.5 billion gas project located offshore from the East Coast of India
- Represented an international energy company in connection with its multi-billion dollar gas development and unitization project in Indonesia
