Biography
Jamie's principal area of practice focuses on government contracts counseling and litigation. He has represented government contractors on a variety of matters, including assisting in responding to government investigations, filing of monetary and non-monetary claims with agency contracting officers, litigating appeals of contracting officer decisions before the Boards of Contract Appeals, drafting and filing bid protests before the Government Accountability Office (GAO), and counseling on the Buy American Act and other domestic sourcing restrictions. He joined the firm in the fall of 2006.

Bids Protests, Claims and Litigation View All
- Drafted successful bid protest challenging terms of major Defense Department solicitation
- Drafted claim seeking contracting officer’s interpretation of contract and litigated appeal of contracting officer’s final decision at the Armed Services Board of Contract Appeals
- Drafted claims involving delinquent payment and interest issues under the Prompt Payment Act
Counseling - Government Procurement View All
- Advised clients on the provisions of the Buy American Act, the Trade Agreements Act (TAA), the Buy American restrictions of the American Recovery and Reinvestment Act (ARRA, or Recovery Act), and other domestic source restrictions
- Assisted a client in responding to a years-long, multi-faceted government investigation of its pricing practices on a major Defense Department contract
- Counseled a client on issues relating to General Services Administration (GSA) Schedule Contracts
Export Controls
- Advised clients on Office of Foreign Assets Control (OFAC) restrictions relating to exports to Cuba, Iran, and Sudan
- Counseled clients on compliance with the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR)
- Assisted in designing an audit of a client's export controls compliance
