Biography
Gary is a member of V&E's worldwide Energy Transactions and Projects practice group. His practice principally consists of representing owners/developers and lenders in major energy transactions. He also has substantial experience in the regulation of energy, including natural gas pipeline and LNG facility certificate and rate matters; cogeneration, and other electric regulatory matters; oil pipeline matters; gas and liquid pipeline safety; and administrative litigation.
Gary has broad experience in the area of energy business transactions, including hydrocarbon sales and transportation, pipeline construction, joint ventures, and acquisitions.
Gary joined V&E's Houston office in 1983 and moved to the Washington, DC, office in 1991. He was resident in the firm's Singapore office from 1997 - 1999, before returning to Washington. He was managing partner of V&E's Dubai office 2006 - 2009 and moved to the Hong Kong office in 2009. Before joining Vinson & Elkins, Gary spent over six years with Exxon as an engineer on the management track in long-range supply planning for refining, marketing, and gas processing, and in its oil pipeline group. Together with his experience at Exxon, he has 33 years of experience in the energy industry.

- Representing Reliance Industries in the formation of a 50:50 gas marketing joint venture for sourcing and marketing natural gas (including from LNG) and developing LNG and natural gas infrastructure in India; formation of the joint venture was a part of Reliance's US$7.2 billion sale of Indian oil and gas assets to BP; this transaction was named M&A Deal of the Year at the FinanceAsia Achievement 2011 awards, a Deal of the Year by India Business Law Journal Deals of the Year 2011, and the Southeast Asia M&A Deal of the Year at the ALB SE Asia Law Awards 2011
- Representing one of the developers of a greenfield liquefied natural gas (LNG) plant and related gas pipeline in Australia, which will monetize coal seam gas reserves for export
- Representing a Middle Eastern national oil company in the development of an LNG import project that will utilize floating storage and onboard regasification on a seasonal basis, including development of the LNG storage and regasification agreement and seasonal and spot LNG supply agreements
