Biography
David's practice concentrates on natural gas sales and transportation contracting, and regulation of the natural gas industry in the United States and overseas. He represents natural gas producers and pipelines in certificate and rate proceedings before the Federal Energy Regulatory Commission (FERC), as well as non-U.S. companies seeking to make investments in the U.S. energy industry.

David has negotiated numerous U.S. and non-U.S. gas sales, gas transportation, gas storage, LNG terminalling, LNG sales, and other related contracts. He has also been involved in merger and acquisitions activity involving natural gas assets, both in the United States and overseas.

His regulatory practice has included the representation of parties in the full range of proceedings before the FERC and state utility commissions, including rate and certificate matters. He has represented natural gas pipelines as well as transportation customers of natural gas pipelines. In addition, David has considerable experience with issues affecting natural gas supply to electric power generation facilities. He has extensive experience with regulatory and commercial issues affecting the LNG industry.

Internationally, David has advised on regulatory issues in Latin America, Africa, Europe, and Asia. He has assisted clients with privatizations of state-owned assets, as well as with greenfield natural gas developments. He has also analyzed existing natural gas laws and regulations, and provided guidance on the development of new regulatory schemes applicable to emerging natural gas industries.

David is V&E's Energy Regulatory Practice Group Leader and formerly served as Managing Partner of the Washington, DC office.
