Biography
Charles is a partner in the firm's Complex Commercial Litigation practice group. Since joining the firm in 1976, he has handled business and regulatory litigation in state and federal courts with an emphasis on energy-related matters and has handled cases before many federal agencies, including the Department of the Interior. He has extensive experience defending False Claims Act (including qui tam) cases, representing energy companies, defense contractors, and health providers in district courts and before the Department of Justice. He also represents companies and individuals in civil and criminal investigations in the energy, securities, and defense-procurement industries. Recently he has represented individual attorneys in suspension, debarment, and sanctions proceedings before numerous federal agencies.

- Defended numerous energy companies in False Claims Act or qui tam cases and government investigations
- Won post-verdict dismissal of qui tam case brought by a federal auditor alleging underpayment of oil royalties
- Represents numerous pipeline companies in False Claims Act cases consolidated in a multidistrict proceeding in Wyoming

- Represented a major oil company in federal royalty enforcement action concerning sales to affiliates; 332 F.3d 672 (D.C. Cir. 2003)
- Obtained a temporary restraining order preventing the implementation of a regulatory program by the Federal Energy Regulatory Commission; 345 F.3d 910 (D.C. Cir. 2003)
- Represents numerous energy companies in two class actions filed in Kansas

- Represents a Fortune 100 company in an ERISA class action pending in the District of Columbia
- Represented a major health care company in a preliminary injunction trial
