Biography
Andy practices in the energy group and focuses on federal and state energy regulation and energy transactions in the electric and natural gas industries. Andy has represented investor-owned utilities, electric cooperatives, interstate natural gas pipelines, and pipeline transportation customers before the Federal Energy Regulatory Commission. Andy has worked on numerous transactions involving the financing of energy infrastructure and the sale or acquisition of electric power and natural gas assets. He previously served as Staff Counsel at the Public Service Commission of Maryland. In this capacity, Andy litigated and oversaw all of the Staff cases before the Commission, including retail rate, mergers and acquisitions, and transmission and generation siting cases.

Federal Regulatory View All
- Represented public utility in obtaining FERC approval of statutory incentives and transmission formula rate with respect to a major new transmission project
- Represented natural gas pipelines and storage providers in certificate pre-filing and application proceedings before the FERC
- Assisted FERC-jurisdictional natural gas pipelines and storage providers in proceedings and settlements involving rates, gas quality, fuel, EPC and other tariff matters

- Advised private equity fund regarding federal regulatory matters in acquisition of ownership interest in existing and project interstate natural gas pipelines
- Advised private equity firms regarding state regulatory matters in the purchase of an electric utility holding company
- Advised investor-owned utility on regulatory issues related to the purchase and sale of electric distribution assets
State Regulatory View All
- Represented electric utility in tariff and energy conservation proceedings at the Maryland Public Service Commission
- Represented electric generator in a proceeding at the Maryland Public Service Commission to modify its certificate of public convenience for the installation of emissions control equipment
- Served as lead trial counsel for Staff in multiple mergers and acquisitions proceedings for gas and electric companies, including the state review of the merger of two public utility holding companies
