EPA Proposes Regulations to Require 40 to 45% Reduction in Methane Emissions from the Oil and Gas Sector

On April, 18, 2015, EPA proposed rules that would directly regulate methane emissions from the oil and gas sector, including from new or modified wells, and compressor stations. The proposal is a layer of additional regulation beyond the regulation of VOCs from oil and natural gas regulations that EPA finalized as subpart OOOO to the New Source Performance Standards (“NSPS”) in 2012.

Does President Obama’s New Flood Risk Management Standard Facilitate Climate Change Adaptation?

On January 30, 2015, President Obama issued Executive Order 13960 modifying Executive Order 11988, which was issued in 1977 to govern federal floodplain management. Executive Order 11988 required all federal agencies to take action to reduce the impact of flood loss, minimize the impact of floods on public health, safety, and welfare, and “preserve the natural and beneficial uses of floodplains.”

EPA Office of International and Tribal Affairs Releases Climate Change Adaptation Plan

On Friday, October 31, 2014, the EPA Office of International and Tribal Affairs (“OITA”) released its final Climate Change Adaptation Plan, describing how it will implement its programs, policies, rules, and operations in a changing climate. As part of part of EPA’s agency-wide effort to adapt its operations to climate change, each region and office has released its own plan.
